Daniel P. Hanlon

Daniel Hanlon is a Miami attorney and a member of the South Florida Litigation Group. Mr. Hanlon focuses his practice in the area of litigation and dispute resolution, with particular emphasis on governmental, administrative and public procurement litigation at the local, state and federal level of government.

Mr. Hanlon represents clients on a wide range of matters before state and federal courts, as well as governmental, administrative and regulatory agencies at all levels. In addition, he handles bid protests before a number of bodies, including the U.S. Government Accountability Office (GAO) and the Florida Division of Administrative Hearings. Mr. Hanlon also assists clients in litigating government procurement cases before state and federal courts, as well as reviewing purchase agreements and conducting due diligence for government contractors engaged in mergers and acquisitions (M&A). Further, Mr. Hanlon advises clients in connection with applications for federal government financial assistance, including with all aspects of the U.S. Small Business Administration's (SBA) Paycheck Protection Program (PPP).

Mr. Hanlon's procurement experience involves representation of clients in bid protests before the GAO and contracting issues with various federal agencies, including the U.S. General Services Administration (GSA), the U.S. Department of Veterans Affairs (VA), the SBA, the U.S. Department of the Army, the U.S. Department of the Navy and the U.S. Agency for International Development. He also has experience handling procurement issues and bid protest actions with state agencies relating to statewide procurements, including the Florida Department of Management Services (DMS), the Florida Department of Transportation (FDOT), the Florida Department of State, the Florida Department of Highway Safety and Motor Vehicles, and the South Florida Water Management District. Mr. Hanlon's experience with statewide bid protests includes both the prosecution and defense of bid protest actions before the Florida Division of Administrative Hearings, as well as handling state court actions resulting from bid protests.

At the local level, Mr. Hanlon has handled bid protest actions before designated hearing examiners and has procurement experience with both local school boards and various local governments, including Miami-Dade County and the City of Miami. Mr. Hanlon's experience in this area also includes representation of clients in state court relating to legal actions brought in connection with local procurements.

A Miami native, Mr. Hanlon served as president of the Charles C. Papy Jr. Moot Court Board during law school, where he argued in multiple national competitions and was awarded "Best Oralist" at the Ruby R. Vale Corporate Moot Court Competition. He was also a member of the University of Miami Law Review, worked as a research teaching assistant and was an active member of The Federalist Society.

While in law school, Mr. Hanlon also served as a judicial intern for Judge Frank A. Shepherd of the Florida Third District Court of Appeal, and was a law clerk in the Major Crimes Section of the U.S. Attorney's Office for the Southern District of Florida.
