Social Infrastructure: What Is the Direction?
Infrastructure attorney Edwin Cortés Mejía wrote a column for Revista N° 113 de Infraestructura y Desarrollo about the uncertainty surrounding the direction of social infrastructure in Colombia under the policies of the current government. Mr. Cortés highlights the opportunities available in the National Development Plan (PND) for the National Infrastructure Agency (ANI) associated with the construction of social and productive infrastructure. He also points out potential risks derived from provisions that introduce exceptions to the General Public Procurement Statute. Lastly, he explains concerns related to the figure of Popular Public Associations and the ambiguity in the application of the 50 percent requirement of local labor in regional investments and programs.
