Local Guidelines for Data Center Development
West Coast Land Use and Environment attorney Tamsen Plume contributed to a guide on data center development published by the Urban Land Institute (ULI) Americas Data Center Product Council. According to the authors, data centers are a relatively new land use and thus are often misunderstood or mischaracterized by local decision makers. The report provides an overview of data centers, from how they function to why their demand is increasing, opportunities and drawbacks awaiting communities that invest in them, long-term planning strategies, regulation options and case studies illustrating development successes and challenges. The guide aims to provide Authorities Having Jurisdiction (AHJs) with model zoning ordinances as well as a development roadmap for local officials and planners.
