Executive Order: Additional Measures to Combat Antisemitism – The White House

Executive Summary
This executive order seeks to vigorously combat anti-Semitism by building upon Executive Order 13899, issued by President Trump in 2019 that helped enforce civil rights laws to ensure that American Jews are equally protected under the law. The Hamas terrorist attacks of Oct. 7, 2023, against the people of Israel sparked a wave of anti-Semitic discrimination, vandalism and violence against Jewish citizens, particularly in schools and campuses. This order seeks to hold perpetrators of anti-Semitic harassment and violence accountable and calls for the use of all necessary legal tools to prosecute and remove individuals involved in such actions.
Policy Actions
- All available and appropriate legal tools will be used to prosecute, remove and hold accountable the perpetrators of unlawful antisemitic harassment and violence.
- The head of each executive department or agency will submit a report to the president that identifies civil and criminal authorities or actions that can combat antisemitism and analyzes administrative complaints against or involving institutions of higher education alleging campus antisemitism.
- The report submitted by the attorney general will also include an analysis of court cases against or involving institutions of higher education alleging campus antisemitism and whether any action has or will be taken.
- The attorney general is encouraged to employ appropriate civil rights enforcement authorities to combat antisemitism.
- The report submitted by the secretary of education will also include an analysis of all Title VI complaints and administrative actions related to antisemitism.
- The secretaries of state, education and homeland security will work together to include in their reports recommendations for informing higher education institutions about the grounds for inadmissibility under U.S. law. If foreign students engage in activities related to antisemitism that align with legal grounds of inadmissibility, investigations and necessary actions, such as removal, should be taken.
