New measures: U.S. companies can sign contracts in Cuba

Cuba Action Team Leader Andy Fernandez said the recent changes in U.S.-Cuba relations are not just technical in nature.

"They grant additional authority and aim to increase commercial activity with Cuba," Mr. Fernandez said.
