Mr. Fresco commented on the mounting backlogs causing years-long waits for qualified workers seeking entry through the legal immigration system.

"No matter who's in charge... the unions on the liberal side or the restrictionists, all have the cultural view that having the U.S. Department of Labor be friendly to immigrants is not a top priority," he said.
