States Eye New Earned Wage Access Regulations
American Banker
Financial Services attorney Eamonn Moran was quoted in an American Banker article about state regulators' new focus on earned wage access (EWA) products in 2025. The article highlighted how various states, including Connecticut, New York and California, are implementing diverse legislative approaches; some are treating EWA as small-dollar credit with caps, while others are offering more lenient terms. Mr. Moran commented on how a proposed bill in New York would affect EWA providers along with shared insights on what he's observed from lawmakers.
"It seems like this is high time among state legislatures for these types of bills to be introduced. As always with EWA, there's the divide between states that treat this like credit, and states that don't," he said.
