Contract Consolidation Under GSA Could Hurt Innovation
Government Contracts attorney David Black was quoted in an article published by Law360 discussing the potential impacts of an executive order consolidating federal procurement under the U.S. General Services Administration (GSA). Mr. Black expressed concerns that this move could hinder innovation because it would reduce the number of agency insights into the federal contracting process. He also highlighted that though the consolidation aims to reduce waste, it may inadvertently amplify challenges for small business contractors and limit competitive opportunities for Government-Wide Acquisition Contracts (GWACs).
"The environment of GWAC contracting is going to lose the dynamic that can result in innovation as different agencies experiment and learn how to do things more efficiently," he commented. "When GSA gets into a certain way of doing business, it's a longer process for it to realize that there may be better ways of doing business ... you lose that type of dynamic putting pressure on the GSA to make changes themselves."
