External Circumstances and Internal Barriers Complicate Colombian Coal

Mining attorney Estefanny Pardo was cited in a Portafolio article examining the challenges facing Colombia's coal industry. These challenges include external and internal factors, from the volatility in coal prices as a result of global geopolitical developments to regulations promulgated by the Colombian government that generate uncertainty within the country. Ms. Pardo highlighted Decree 044 of 2024, that established criteria for the delimitation and declaration of temporary natural resource reserves, and Decree 0977 of 2024, that implemented mining districts, as examples of government initiatives that affect companies and investors in the sector.

"The messages that have come from the government saying this activity should decelerate permeate and affect not only the image of coal miners, but also the legal and political position of environmental authorities, both at the national level and in Autonomous Regional Corporations (CAR)," she said.
