Holland & Knight Adds Paul Forshay to Growing Energy Regulation Team
WASHINGTON (June 28, 2022) – Energy regulation attorney Paul Forshay has joined Holland & Knight as a partner in the Public Policy & Regulation Group. He advises clients on compliance with federal and state regulations and represents them in proceedings before the Federal Energy Regulatory Commission (FERC) and state commissions. Mr. Forshay was previously a partner at Eversheds Sutherland, where he co-chaired the liquefied natural gas (LNG)/natural gas regulatory practice.

With more than 30 years of experience in the area of energy regulation, Mr. Forshay's work spans issues concerning oil and natural gas pipelines, LNG projects, natural gas import/export matters and electric power transmission, and includes policy formation and agency rulemakings. His natural gas credentials include substantial experience in natural gas pipeline rate case litigation and complaint proceedings, in which he has dealt extensively with cost allocation, rate of return, rate design, seasonal rate and discounted/negotiated rate issues.
