Overview
Bradley B. Brownlow is a partner in the West Coast Land Use and Environmental Group in Holland & Knight’s San Francisco office. He represents proponents of large, complex energy and land use development projects with respect to regulatory licensing, land use entitlement, environmental review and compliance, due diligence and litigation matters.
Prior to joining Holland & Knight, Mr. Brownlow served as in-house senior counsel for a California-based developer of large concentrating solar thermal electric generation plants. He also has substantial experience representing proponents of wind and solar PV projects, master-planned residential communities, retail centers, military base reuse projects, in-fill projects and other complex development projects. Mr. Brownlow advises clients on various aspects of the land use and energy development processes. This work includes environmental review under the California Environmental Quality Act (CEQA) and the National Environmental Policy Act (NEPA), local entitlement processing, state and federal resource permitting, right-of-way grants and related land use transactions.
Mr. Brownlow counsels clients with respect to California planning, zoning and water supply laws, the Federal Land Policy and Management Act, the California Subdivision Map Act, the Williamson Act, the state and federal Endangered Species Act, the Clean Water Act, the Clean Air Act, the Warren-Alquist State Energy Resources Conservation and Development Act, and other state and federal laws affecting energy and land use development. He has extensive experience negotiating and drafting a variety of complex development agreements, infrastructure cost sharing agreements and other contracts related to land use and energy development. In addition, Mr. Brownlow has authored local land use ballot measures and litigated such measures at all levels of the California judicial system. He provides guidance to clients with respect to local agency boundary adjustments and annexations, conservation planning and water supply development. Mr. Brownlow has appeared before a variety of state and federal regulatory and administrative bodies, including the California Energy Commission, as well as in state court. He understands how to effectively navigate through the regulatory process at the local, state and federal levels of government. Mr. Brownlow is attuned to understanding the unique needs of every client matter and is adept at anticipating challenges in order to resolve them efficiently and successfully.
