Overview
Kate Goodrich is a senior policy advisor in Holland & Knight's Austin office and a member of the firm's Public Policy & Regulation Group. Ms. Goodrich focuses her practice on public policy, procedure and legislative law.
Ms. Goodrich has a significant background working in and with the Texas legislature and state agencies. She has extensive experience counseling clients on procedural rules, ethics, campaign finance, open records and bill drafting. Her government practice includes representing clients with legislative, regulatory and administrative issues across all policy areas, with an emphasis on housing, transportation, municipalities and local governments, nonprofit organizations, technology, healthcare and veterans. She has an intimate understanding of legislative and government agency processes and the relationships that it takes to be successful for her clients.
Ms. Goodrich provides exceptional service to clients in their interactions with Texas government, including advocating for clients before the state legislature, assisting clients with the rulemaking process and advising on regulatory matters before state agencies, boards and commissions, as well as handling open records matters before the Texas Attorney General.
Prior to joining Holland & Knight, Ms. Goodrich served as deputy general counsel and policy advisor to the Speaker of the Texas House of Representatives, where she advised on hundreds of pieces of legislation, including priority bills that focused primarily on the budget, transportation, veterans, housing, the judiciary and local governments.
Previously, Ms. Goodrich was a governmental affairs consultant for a Texas-based law firm and lobbied on behalf of clients in the housing, healthcare, transportation and nonprofit sectors.
While in law school, Ms. Goodrich was a staff member of the Texas Journal of Oil, Gas, and Energy Law and was a quarterfinalist in the Hutcheson Moot Court Competition in the oral and written argument competitions. She also served as a student advocate with the Legislative Lawyering Clinic and as a student attorney ad litem for children in foster care through the Children's Rights Clinic.
