Overview
Joseph "Joe" Greenberg is senior policy advisor and lobbyist in Holland & Knight's Washington, D.C., office and a member of the firm's Public Policy & Regulation Group. Dr. Greenberg focuses his practice on supporting early-stage through Fortune 100 companies that engage with the federal government and its national laboratories with the goal of securing financial and technical resources to advance their highest-priority research, development and demonstration (RD&D) and commercialization projects.
In the last 15 years, Dr. Greenberg's clients have been selected for more than 100 competitive awards totaling over $2 billion in grant funding. He is experienced in developing grant strategy; drafting compelling white papers; facilitating meetings with Capitol Hill, agency officials and career managers; supporting the construction of strong teams; and in all facets of proposal development, including preparing clients for preselection interviews.
Dr. Greenberg's practice areas span the clean technologies (cleantech) sector, including renewable energy, transportation electrification and alternative fuels, hydrogen, energy-efficient buildings and manufacturing, critical minerals and advanced materials, energy storage, electric transmission and distribution, and carbon capture, utilization and sequestration (CCUS). While primarily focused on the U.S. Department of Energy (DOE), he has assisted client engagements with U.S. Department of Agriculture (USDA), U.S. Environmental Protection Agency (EPA) and the U.S. Department of Defense (DOD).
Prior to joining Holland & Knight, Dr. Greenberg was president of his own lobbying firm and previously served as the technical and proposal development lead for another cleantech lobbyist. His clients won awards spanning DOE's Applied Research Offices, including the offices of Energy Efficiency and Renewable Energy (EERE), Electricity (OE), Fossil Energy and Carbon Management (FECM) and Nuclear Energy (NE), as well as from DOE's more recent Infrastructure Offices, including the offices of Clean Energy Demonstrations (OCED), Grid Deployment (GDO) and Manufacturing and Energy Supply Chains (MESC).
In addition, Dr. Greenberg brings experience as a senior leader of the products team responsible for product management, new product development, product strategy and roadmap for an early-stage solar company and awardee under DOE's Solar America Initiative. In this role, he led multiple teams in defining, creating, pricing and launching new products, including the company's initial product: a first-of-its kind set of inks for printing organic photovoltaics, which was recognized with the Printed Electronics 2008 Technical Development Materials Award given to the most significant development in the prior 24 months.
Dr. Greenberg also served as head of market analysis, business forecasting and strategic planning for a $1.3 billion division of a global leader in semiconductor equipment manufacturing, where he represented the division on the company's Global Marketing Council. In addition, he spent several years with a multinational strategy and management consulting firm advising clients on corporate and business unit strategy, business development, marketing and operations in the high tech, healthcare and financial services sectors. His formal academic training and thesis research was on the design, fabrication and testing of high-speed semiconductor lasers.
