Overview

Greg Louer is a government attorney in Holland & Knight's Washington, D.C., office and co-leader of the Public Policy & Regulation (PP&R) Group's Emerging Technologies Law and Policy Team. A technology lawyer and policy professional by training, Mr. Louer represents global communications and technology leaders and manufacturers throughout the internet infrastructure, consumer electronics, semiconductor and microelectronics supply chain, and advances their interests before the federal government. He advises these clients on internet privacy and data storage policy, internet infrastructure and supply chain issues, semiconductor investment strategies and emerging challenges surrounding transportation technology, including vehicle electrification, autonomous vehicle regulatory and legislative activity, among others.

Mr. Louer has the experience and connections to help solve problems for clients facing complex challenges before Congress, the executive branch and independent agencies. He serves as a trusted advisor and strategist for C-suite executives, chief legal officers and government relations teams for the largest publicly traded companies to small, emerging startups in the technology sector. In this capacity, he provides clients with strategic guidance and counseling, develops crisis management response solutions, develops and implements comprehensive advocacy campaigns and builds coalitions with allied stakeholders to achieve client goals. As part of this practice, Mr. Louer takes a multidisciplinary approach to achieve client objectives in the U.S. Congress and at federal agencies, including through regulatory implementation of the CHIPS and Science Act (CHIPS Act), Inflation Reduction Act (IRA) and Infrastructure Investment and Jobs Act (IIJA).

Before joining the private sector, Mr. Louer served as a senior advisor for two members of the U.S. House of Representatives Committee on Energy and Commerce, which oversees regulated industries such as telecommunications, energy and healthcare. He first served as the policy director for the late Rep. Charles W. Norwood (R-Ga.) and later served in a similar capacity for Sen. Marsha Blackburn (R-Tenn.) during her service in the House, where he managed the legislative office and spearheaded legislative and oversight activities related to technology, energy and environmental policy.

While in law school, Mr. Louer served in the legal office for two major communications and technology providers.

Representative Experience

  • Co-leads the firm's practice focused on implementation of the CHIPS and Science Act (CHIPS Act), where he represents semiconductor manufacturers and critical suppliers to the chip manufacturing ecosystem, including one of the world's largest advanced logic chip manufacturers and a range of semiconductor equipment and materials providers; through these engagements, he advocates for client interests associated with the U.S. Department of Commerce's $39 billion manufacturing incentive program, U.S. Department of Treasury's investment tax credit under Section 48D of the Internal Revenue Code (IRC) and manages clients' internal and external capture teams in pursuit of CHIPS Act manufacturing grant opportunities; he has led the firm’s engagements responsible for securing more than $8 billion in CHIPS Act incentives for manufacturers across the semiconductor supply chain
  • Developed and implemented strategic policy solutions on behalf of one of the world's largest consumer electronics and original equipment manufacturers (OEMs) on a broad range of issues, including telecommunications and technology policy, energy efficiency and environment policy relevant to appliance manufacturers and developing international trade and tariff issues
  • Advocated on behalf of a leading internet registry and critical infrastructure provider, with a focus on lobbying and regulatory services related to international technology, privacy and competition policy
  • Led congressional and agency lobbying efforts on behalf of a North American  electric vehicle charging leader in support of a $7.5 billion electrified transportation  incentive package in the Infrastructure Investment and Jobs Act (IIJA)
  • Lobbied on behalf of two leading U.S. optical transmission equipment manufacturers to secure favorable industry provisions in the IIJA, and advocated for favorable regulatory implementation of the $65 billion broadband investment title overseen by the U.S. Department of Commerce (DOC)
  • Implemented a regulatory engagement strategy focused on hydrogen investment policy on behalf of a multinational manufacturer of equipment used in the automotive, technology and energy industries, with a focus on U.S. Department of Energy (DOE) implementation of the IIJA
  • Developed and secured favorable language on behalf of an emerging fiber solutions manufacturer in the America Creating Opportunities for Manufacturing, Pre-Eminence in Technology, and Economic Strength Act (America COMPETES Act, H.R. 4521) and U.S. Innovation and Competition Act (S. 1260), which would establish and fund a supply chain resilience investment program
  • Secured favorable language during development of the National Defense Authorization Act (NDAA) over multiple cycles on behalf of a multinational communications equipment manufacturer focused on 5G investments
  • Advanced a Fortune 100 communications provider's legislative agenda in U.S. Congress, with a focus on House of Representatives Committee on Energy and Commerce and Senate Committee on Commerce oversight of the Federal Communications Commission (FCC)
