Overview
Edward J. Rojas is a financial services attorney in Holland & Knight's New York office and a member of the firm's Tax-Advantaged Project Finance Team. Mr. Rojas' practice encompasses the full range of tax-exempt bond financings, including healthcare, educational, single-family and multifamily housing, Tribal bonds, transportation, airport, solid waste, infrastructure, environmental and generation facilities, and public-private partnership (P3) financings. His more than 35 years of public finance experience includes new money and refunding issues, hedges, investment agreements, reissuance, and other arbitrage, allocation, expenditure, rebate and post-issuance compliance issues and procedures. Mr. Rojas has served as bond counsel on large transportation bond issues and P3 issues.
Mr. Rojas has extensive experience in guiding bond issuers, underwriters, borrowers and bond purchasers on a variety of tax-exempt bond financings, including residential, healthcare, infrastructure, Tribal and transportation bonds, as well as tax disputes. His practice also includes tax controversy proceedings before the IRS, including defending audits of bond financings, securing private letter rulings and voluntary settlements. He also advises on tax issues relating to 501(c)(3) institutions.
Prior to rejoining Holland & Knight, Mr. Rojas was a partner at a large New York firm, where he headed up the Public Finance Tax practice. Mr. Rojas previously was a partner in Holland & Knight's New York office from 2016 to 2021. In addition, he has worked at a large law firm based in North Carolina and several prominent New York law firms. He frequently serves as a panelist at the Bond Attorneys' Workshop sponsored by the National Association of Bond Lawyers.
