Overview
Alexandra "Alix" Ward is an environmental attorney in Holland & Knight's Washington, D.C., office. Ms. Ward focuses her practice on a broad range of environmental and administrative litigation, regulatory compliance and enforcement defense across multiple industry sectors, with an emphasis on natural resources, public lands, energy and offshore operations.
Ms. Ward has assisted clients with issues under various environmental laws such as the National Environmental Policy Act (NEPA), Clean Water Act (CWA), Endangered Species Act (ESA), Marine Mammal Protection Act (MMPA), Administrative Procedure Act (APA), National Historic Preservation Act (NHPA) and other similar legal frameworks. She also assists clients with the laws and regulations governed by the U.S. Department of the Interior, including the Federal Land Policy and Management Act (FLPMA) and Outer Continental Shelf Lands Act (OCSLA).
Ms. Ward has appeared before the Interior Board of Land Appeals (IBLA) on behalf of clients to challenge decisions made by interior agencies, including appeal of incidents of noncompliance (INCs), civil penalty assessments and permitting decisions. She has also defended clients against civil enforcement actions by interior agencies, as well as U.S. Environmental Protection Agency (EPA) and other environmental agencies, and advised on regulatory compliance and litigation defense strategy. For example, Ms. Ward has assisted developer clients through the NEPA review process to mitigate risk of a successful challenge of the ultimate NEPA decision. Ms. Ward has also assisted with advising clients on decommissioning liability and other complex regulatory issues for offshore industries such as navigating marine mammal protections.
Prior to joining Holland & Knight, Ms. Ward worked for a law firm based in Albany, New York, where she assisted corporate and real estate groups with environmental regulatory compliance.
While in law school, Ms. Ward was a legal intern at the Solicitor's Office for the Interior Department, as well as a judicial intern for the Honorable Patty Shwartz of the U.S. Court of Appeals for the Third Circuit. Additionally, Ms. Ward interned at the Pace Land Use Law Center and the New York City Landmarks Preservation Commission.
