President Joe Biden signed the E.O. on August 9, 2023, instructing the U.S. Department of the Treasury to develop a new national security program to impose notification requirements – and, in some cases, prohibitions – with respect to certain U.S. person investments in Chinese companies that involve semiconductors and microelectronics, quantum information technologies or artificial intelligence (AI).
