The Department of Energy Rolls Out the FIPP Model
The U.S. Department of Energy (“DOE”) is attempting to accelerate the deployment of government funding for renewable energy projects with a remarkably innovative program. The Financial Institution Partnership Program (“FIPP”) announced in October 2009 under Solicitation Number DE-FOA-0000166 (the "FIPP Solicitation") seeks to meet the challenge of achieving maximum speed and volume for DOE’s loan guarantee program by implementing a new plan to draw on the human and financial capital of the private sector in underwriting applications for guarantees, using familiar loan syndication structures as a model.
