Holland & Knight Welcomes Robert K. Tompkins
We are pleased to announce that Robert K. Tompkins has joined the firm as a partner in our Washington, D.C., office to enhance our Government Contracts and Federal Practices.
Mr. Tompkins has extensive experience in handling government contracts-related disputes, including bet-the-company bid protests. He is lead counsel in a series of closely-watched bid protests, CMS, et al v. HUD, currently pending before the U.S. Court of Appeals for the Federal Circuit – a case that the publication Law360 recently named one of the six government contracts cases to watch in 2014. Mr. Tompkins also provides government contracts due diligence advice in mergers, acquisitions and financings of government contractors.
Mr. Tompkins has assisted clients with internal investigations, and has represented clients in government investigations and audits conducted by the Government Accountability Office (GAO), numerous federal Offices of Inspector General and the Department of Justice. He has represented clients in numerous suspension and debarment proceedings. In addition, he advises government contractors and their management teams on sound risk management practices, including developing and maintaining ethics and compliance programs and other internal controls.
Mr. Tompkins also has considerable experience advising clients with respect to the U.S. Small Business Administration (SBA) government contracting programs with a particular focus on assisting Alaska Native Corporations (ANCs) and Indian tribes in their participation in the SBA's 8(a) program.
