The Right of Surface and How Its Implementation Will Be in the Bogotá Metro

Corporate attorney Lorena Martínez was highlighted in an Asuntos Legales article about the right of surface (DRS) in Colombia and its use in the Bogotá Metro. The DRS is a legal authority granted by a public entity to a third party to carry out projects in free areas that are owned by said entity. Ms. Martínez, who has extensive experience in urban law, commented that from an urban planning perspective, this authority is an important source of financing for projects like the Metro.

"What is taken advantage of is the free or available area in the transport infrastucture. That is, it offers an alternative for urban development, a more efficient use of the land and of urban activity because it captures a greater value of the land, generated by this urbanistic use," she said.
