The Dotted Line: What DOT's Final DBE Rule Means for Civil Contractors

Georgia Government Contracts and Procurement Team Leader Keith Wiener discussed the latest updates to the U.S. Department of Transportation's (DOT) Disadvantaged Business Enterprise (DBE) workforce participation plan in a Construction Dive article. The DOT has clarified and refined parts of the plan, including the process to become certified as a DBE. The department has also established stricter guidelines for DBE participation on projects, which will require companies to ensure DBEs are actually utilized in jobs instead of merely listed on bids.

"They can't just say, 'We're going to meet a goal.' They have to specify a plan that details what DBEs they're going to use, who they're going to solicit to perform and what type of time frame is going to be involved," he said.
