Overview

Rolland Hampton is a regulatory attorney in Holland & Knight's Washington, D.C., office and a member of the firm’s Financial Services Regulatory Team. Mr. Hampton focuses his practice on providing practical counsel to U.S. and non-U.S. banking organizations, non-bank financial institutions, financial technology (FinTech) companies and senior management in connection with transactional matters, risk management, and compliance with federal and state banking and consumer protection laws.

Mr. Hampton's transactional practice focuses on advising clients on matters related to bank powers and permissible bank activities, affiliate transactions, capital and liquidity requirements, third-party risk management and other areas of strategic bank regulation. Clients call upon Mr. Hampton to assist in preparing and filing various regulatory applications or notices under the Bank Merger Act (BMA), Bank Holding Company Act (BHC Act), Federal Reserve Act and the Federal Deposit Insurance Act (FDI Act) related to bank mergers, de novo charters, charter conversions and changes in control, among other bank activities.

In his risk management and compliance practice, Mr. Hampton focuses on advising clients in connection with audits, investigations and other interactions with the Federal Reserve, Office of the Comptroller of the Currency (OCC), Federal Deposit Insurance Corporation (FDIC), Consumer Financial Protection Bureau (CFPB), Federal Trade Commission (FTC), the U.S. Department of the Treasury's Financial Crimes Enforcement Network (FinCEN) and state banking agencies. Mr. Hampton regularly offers counsel on novel issues impacting banks, non-banks, FinTechs and intermediaries in order to assist them in managing risk. He also stays abreast of changes in banking and consumer protection law in order to help clients assess the impact of new regulations and adapt to changes in the regulatory environment.

Prior to joining Holland & Knight, Mr. Hampton served as a senior attorney at the FDIC. While at the FDIC, he assessed reports of examination and made recommendations regarding the viability of potential enforcement actions against banks, consumer finance firms, directors, officers and affiliated parties, for violations of federal banking laws and supervisory orders or conditions.

While in law school, Mr. Hampton interned for the Honorable Pauline Newman for the U.S. Court of Appeals for the Federal Circuit, and subsequently for the Honorable Lydia Griggsby for the U.S. Court of Federal Claims. Mr. Hampton also served as a senior editor on the Howard Human and Civil Rights Law Review and as a student attorney in the Intellectual Property and Trademark Clinic.
