Overview

Uriel Martinez Garza is an international trade attorney in Holland & Knight's Mexico City office. He focuses his practice on international trade and customs transactions, and has extensive experience in regulatory issues, such as Mexican official standards and authorizations, permits and certificates in health matters. Mr. Martinez Garza has advised international companies and individuals from various industries such as retail, chemical, automotive, toys, food, textile and manufacturing.

In addition, Mr. Martinez Garza has a strong background formulating strategies for the international supply chain and establishing Mexican companies that want to create different types of import models in Mexico. He has broad experience solving a variety of issues such as the regularization of foreign goods, obtaining authorizations and permits in foreign trade and custom matters, antidumping procedures and litigation.

Prior to joining Holland & Knight, Mr. Martinez Garza worked as an international trade and customs attorney for other leading Mexican law firms and also served as general counsel for a Mexican tech company.

Handled external audit of a company for the correct integration of foreign trade files, physical and documentary review of temporarily imported goods and virtual operations to determine the level of risks, possible contingencies and opportunity areas
Assisted pharmaceutical, food and automotive companies with strategies for importation models considering their global supply chain from an international trade and customs perspective
Provided analysis of the correct use of Incoterms, in global supply chains
Assisted companies from the oil and mining industry with determination of the viability of importing commodity products into the country, as well as its correct tariff classification, contributions and applicable nontariff restrictions

Counseled clients from the textile and tech industry on verifications of origin under the North American Free Trade Agreement (NAFTA)
Provided analysis of compliance to clients from the tech industry regarding rules of origin under the United States-Mexico-Canada Agreement (USMCA)

Representation of companies in various industries to file amparo lawsuits against the unconstitutionality of the normative system that regulates the customs processing fee, obtaining this constitutional protection
Representation of companies in various industries to file nullity claims against the resolutions issued against them by the Service of the Administration of Taxes (SAT) and the Secretary of Economics (SE)
