Overview

Pamela Pinto Rangel is an international trade attorney in Holland & Knight's Mexico City office, where she focuses her practice on customs, foreign trade and regulatory issues.

Ms. Pinto has extensive consulting experience in trade compliance and customs matters, including tariff classification, Mexican official standards, export controls and the United States-Mexico-Canada Agreement (USMCA), as well as other free trade agreements. Her experience extends to management of customs and foreign trade strategies for companies, particularly in the application for manufacturing, industry, maquila and export services (IMMEX) programs, promotional sector (PROSEC) programs, value-added tax (VAT) and Authorized Economic Operator (AEO) certifications.

Ms. Pinto honed her skills in the areas of customs planning and facilitation programs development when she served as a government officer. Additionally, she has broad experience in customs regulations, public policy, advocacy and implementation of nationwide trade regulations.

Prior to joining Holland & Knight, Ms. Pinto served as department head at the Customs Law Regulations office of the Mexican Customs Agency and also served as deputy director of trade facilitation and foreign trade at the Ministry of Economy.

Representative Experience

Advised an international toy company on compliance with Authorized Economic Operator (AEO) obligations, conducting preventive audits and updating information with the relevant authorities
Advised multinational companies in establishing their maquila facilities in the country, processing the necessary permits for their operation, particularly in the automotive, textile and aluminum and steel sectors
Advised various food and textile companies on obtaining sectorial registration for import and export; provided guidance in various cases of cancellation of registrations and the implementation of them for their operation and reactivation

Carried out the study, evaluation and management before the Mexican Foreign Trade Commission of the proposals formulated related to the regulation and prohibition of goods for import and export, unfair international trade practices and the requirement of compliance with Mexican official standards at the point of entry into the country, among others
Coordinated with the Ministry of Foreign Affairs to implement strategies for the adoption and operation of United Nations Security Council resolutions to ensure the effective control of the export of dual-use goods
Participated in the implementation of the agenda for the General Import and Export Duties Law 2020, and oversaw the reviewing, updating and publishing of more than 40 regulatory documents into the official gazette that put the new law into force; organized and participated in workshops to disseminate the information among the various public and private sector entities
