Lobbyists Reveal Why and When Major Washington Companies Hire Outside Firms

Additionally, the lobbyists interviewed identified key issues that attract significant lobbying attention, such as the federal budget, defense and cybersecurity budgets and the upcoming expiration of many provisions of the Tax Cuts and Jobs Act (TCJA) in 2025. Mr. Wooten commented on the reasons companies may choose to engage outside counsel and the significance of tax reform as a top lobbying issue.

"No one has reach everywhere, so when a specific need either from a policy or relationship develops, it may make sense to hire outside counsel if for no other reason than to save time," he said.
