Todd Wooten

Todd Wooten is an attorney in Holland & Knight's Washington, D.C., office and a member of the Public Policy & Regulation Group. He advises clients on legislative and regulatory issues, especially related to technology, energy and tax issues.

In recent years, Mr. Wooten has been particularly active representing technology companies and consortiums and helping to shape policies surrounding the internet, blockchain technology and artificial intelligence (AI).

Prior to joining Holland & Knight, Mr. Wooten was a lobbyist and consultant for a prominent Washington government relations and public relations firm. In this role, he assisted various clients with their advocacy strategies. Mr. Wooten also served as interim senior vice president for government affairs for the National Football League.

In addition, Mr. Wooten served on three Senate committees for four senators. During his time on Capitol Hill, he served as the director of outreach and senior counsel for energy and tax on the Senate Committee on Finance, where he coordinated the committee's communications to businesses and organizations. Mr. Wooten brings additional Senate experience from his time at the Senate Committee on Energy and Natural Resources, Committee on Agriculture, Nutrition and Forestry, and as the legislative director for Sen. Debbie Stabenow (D-Mich.).

Mr. Wooten also served as the director of legislative affairs and communications at Nicholas Institute for Environmental Policy Solutions at Duke University. In that capacity, he worked to bring Duke's resources to policymakers throughout the region, with a specific focus on local governments.

Before his time at Duke, Mr. Wooten served as senior director for governmental issues at an energy policy law firm based in Washington, D.C., where he advised a range of clients on energy and environmental issues, with a focus on climate policy, carbon offsets and biofuels. Prior to that, as legislative counsel to former Sen. Blanche Lincoln (D-Ark.), Mr. Wooten advised on issues including energy, homeland security, armed services, transportation, social issues and all judicial nominations.

Resident in the District of Columbia office solely to provide law related services, and not engaged in the general practice of law unless under the supervision of lawyer licensed to practice in the District of Columbia.
