Holland & Knight Atty Previews DC Flood Construction Rules

Environmental law attorney Amy Edwards was interviewed by Law360 on the implications of Washington, D.C.'s, proposed upgrade to its flood hazard rules, which involves shifting from the 100-year to the 500-year floodplain map. This shift will bring major changes in building requirements, especially regarding restrictions such as underground parking bans in residential buildings and mandates for higher first-floor elevations in the expanded floodplain area. Ms. Edwards commented on the rule's complexity for developers, highlighting the difficulty of synchronizing new projects with the city's broad development aims.

"When you consider the map and line it up with the district's comprehensive plan for future development in the city, there's substantial overlap between the areas the city has targeted for future development and areas that are in either the 100-year or 500-year floodplain," she said.
