Holland & Knight Strengthens Oil & Gas Practice with Addition of Luke Burns in Houston

HOUSTON (April 15, 2025) – Holland & Knight has bolstered its corporate Oil and Gas Practice with the addition of Luke Burns as a partner in Houston. He was previously a partner with Reed Smith.

"Luke's capabilities span a number of areas, including liquefied natural gas (LNG), oil and gas, hydrogen, energy tech and private equity transactions. His diverse skill set will complement our existing upstream oil and gas practice while significantly enhancing our LNG capabilities," said Robert Dougherty, leader of Holland & Knight's Oil and Gas Practice. "He is a well-respected player in his field and further solidifies Holland & Knight as a market leader in the energy space."

Mr. Burns' practice focuses on complex transactions in the LNG, oil and gas and hydrogen sectors. In the LNG space, he has advised on long-term sale and purchase agreements, liquefaction tolling agreements, terminal use agreements related to regasification projects, feed gas supply agreements and other related arrangements. In upstream oil and gas, Mr. Burns has been involved in transactions totaling billions of dollars across major U.S. basins, including the Permian, Marcellus/Utica and Gulf of Mexico. In the hydrogen sector, his work includes counseling utilities and other clients on the construction of hydrogen projects and divestiture of hydrogen project assets. He has also recently engaged in work at the intersection of energy and technology, advising on projects that use natural gas to power cryptocurrency mining operations.

Mr. Burns received a J.D. degree from the University of Pennsylvania Law School, a certificate in Business and Public Policy from The Wharton School, University of Pennsylvania and a B.A. degree from the University of Richmond.
