With a Decree, Community of San Andrés and Providencia Proclaim Themselves 'Owners of the Archipelago'

Environmental attorney María Camila Aponte was interviewed by El Tiempo about the symbolic decree issued by the community of San Andrés y Providencia, which proclaims itself as "sole proprietors of the archipelago" to regulate the use and conservation of its marine resources. The decree seeks to recognize the autonomy of the local inhabitants over their marine territory, although it currently lacks national legal backing.

"It is essential for the government to clarify the authority of ethnic communities to avoid strain resulting from the issuance of unconstitutional regulations," Ms. Aponte said.
